I have removed all restrictions on accepting cookies on 3 browzers. It still will not let me login to HOTMAIL ONLY . Removing the firewall doesn't change anything. This is a resent glitch.

Are you running Norton? Even after turning it off, some instances of it will continue to run. To turn off the option in Norton that would cause this:
Open Norton and select Privacy Control from the middle
Select Configure from the right
Select Custom level from the this box
In the little box here, uncheck 'Enable browser privacy'.
If it is not the firewall, it may be some other third party. To find out:
Open Internet Explorer and select Tools
From here select Internet options
Go the Advanced tab
Under Browsing here, look for the option 'Enable third party browser extensions' and ensure it is unchecked.
Go to the General tab and delete cookies and files.
Close Internet Explorer and try to gain access again.
If you are able to access the site now, you will just need to isolate the program that is preventing the cookie transfer.
Did you enter the wrong password?
try logging in from any other computer and check
